ICPHSO 2017 Ross Koeser Achievement Award Presented to David Schmeltzer

Orlando, Florida, February 22, 2017 –- The International Consumer Product Health and Safety Organization (ICPHSO) announced today at its Annual Meeting and Training Symposium being held in Orlando, Florida, that founding ICPHSO Member and current Board Member, David Schmeltzer is the 2017 Ross Koeser Achievement Award recipient.

The award, given annually recognizes an ICPHSO member for their significant contributions to the organization. The award was created after the 2015 retirement of ICPHSO founding member and first Executive Director, Ross Koeser. The award was presented to David Schmeltzer by last year’s recipient, Joan Lawrence, Senior Vice President, Standards and Regulatory Affairs, Toy Industry Association (TIA), at the opening plenary session of CPSC day, which featured presentations by Acting CPSC Chairman Ann Marie Buerkle and CPSC staff.

David Schmeltzer has spent almost his entire legal and consulting career as part of the safety world. He became an Assistant Chief Counsel for the National Highway Traffic Safety Administration (NHTSA) when it became a federal agency under the Department of Transportation in 1967. He spent seven years at NHTSA helping write the initial Federal Auto Safety Standards and then worked on enforcing the laws and regulations of NHTSA.
Shortly after the U.S. Consumer Product Safety Commission (CPSC) started as an independent government agency in 1972 he joined the Commission as Deputy General Counsel interpreting the fledgling’s agency’s laws and regulations.
In 1977 he succeeded three prior Directors of Compliance each of whose tenure was approximately one year. Dave remarkably served in the Commission’s key leadership role as Director of Compliance for twenty years under seven different Chairman. In this role, he supervised the enforcement of all the Commission’s regulations, monitored investigations of potentially dangerous defective products, negotiated voluntary corrective actions to address substantial hazards, reviewed the adequacy of voluntary and mandatory consumer recalls and assessed civil penalties for violations of the Commission’s laws and regulations.

David Schmeltzer has worked with ICPHSO since its founding in 1993. In addition to his own practice as a product safety consultant in the Washington, D.C. area, he is a Senior Advisor to Stericycle, is involved with Innercell, an innovative company introducing unique methods of enhancing the safety of consumer products and is Of Counsel to the law firm Phillips Nizer in New York City.
